Bing was shot to death May 25 in the Roger Gardens apartment complex on the 100 block of Oakland Street, likely following an argument over a debt that was $30 or less, police said.
A 15-year-old city boy was arrested at the teen’s home on Nassau Street two days later and charged with homicide.
Varn did not say what role McNeil played in the shooting, but police had indicated previously the 15-year-old was the gunman.
Officials confirmed last month that the 15-year-old was wearing a GPS ankle monitoring bracelet as part of a supervised release program when he allegedly shot Bing.
Police had been looking for McNeil in connection with the case since June 13. He was finally located on the 100 block of Oakland Street around 4:30 p.m. Wednesday. Members of the U.S. Marshals NY/NJ Regional Fugitive Task Force tracked McNeil to the address and arrested him without any reported resistance.
McNeil was charged with homicide, unlawful possession of a weapon, and possession of a weapon for unlawful purpose. No gun was recovered during the arrest, Varn said.
With bail set at $500,000 cash or bond, McNeil remained in Trenton police lockup yesterday awaiting transfer to the Mercer County Correction Center.
